I'm out of time today and will get back to this. In the meantime, a useful question might be why there's certainty that the steering sector is bad? Pumps or priority valves might be bad or a pressure relief valve might be bad.

Most steering sectors have a screw for adjusting backlash in the sector gears (steering wheel play). Depends on the system, but a frozen sector gear adjustment may be a better sign that the sector needs work than that the PS isn't working. Even if the sector needs work, it’s likely that only some parts rather than an entire ly new sector is needed.

Having a repair manual before tearing into this is a good idea. If you take much of a sector apart, then bearing pre-loads must be reset, and specs and a procedures are needed.

Not being one to bring up a stupid question, but, did you check the obvious, like fluid?

Best of luck. ....
